Yen Ching-chang

Minister Yen, 53, holds an LL.B. and an MA in Political Science from National Taiwan University, and an MCL degree from the University of Michigan. He has served in various capacities at the Ministry of Finance since 1972, and he served as Professor at National Taiwan University, National Chengchi University, and Soochow University from 1981-1996. He was with the First Bureau, Office of the President, from 1992-1996, first as Deputy Director-General, and from 1993 as Director-General. In 1996, he rose to Deputy Minister of Finance, a post he held until 2000 when he became Minister of Finance. In January 2002, after the resignation of the entire cabinet, he was appointed Taiwan's first representative to the WTO.
