Rodolfo Certeza Severino Jr

Mr. Rodolfo Certeza Severino, Jr. is the Secretary-General of ASEAN since January 1998 and will hold office from 1998 to 2002.

Mr. Severino, a holder of a post-graduate degree in International Studies from the Johns Hopkins School of Advanced International Studies, served as Third, Second, and First Secretary in the Philippine Embassy in Washington, D.C. from 1967 to 1974. He was involved in the normalisation of relations between the Philippines and China, and thereafter, served as Chargé d’Affaires of the Philippine Embassy in Beijing from 1976 to 1978. He was Philippine Consul General in Houston, Texas from 1979 to 1986. He then became Assistant Secretary for Asian and Pacific Affairs from 1986 to 1988. From 1989 to 1992, Mr. Severino served as the Philippines’ Ambassador Extraordinary and Plenipotentiary to Malaysia. From 1992 to 1997, Mr. Severino was the Undersecretary of Foreign Affairs for Policy, overseeing all ASEAN-related matters, among others.
