Barry Desker Barry Desker is the Director of the Institute of Defence and Strategic Studies, Nanyang Technological University. He was Singapore’s Ambassador to Indonesia from 1986 to 1993. He retired from the foreign service in 1993 and was appointed the Chief Executive Officer (CEO) of the Trade Development Board (1994-2000). He is currently the Co-Chair of the Council for Security Cooperation in the Asia Pacific (CSCAP). Mr. Desker concurrently holds a number of other appointments including the chairmanships of the Singapore International Foundation, Jurong Port Pte Ltd and Singapore Technologies Marine.
